Minn. Stat. § 169.13 (Reckless Driving):
Any person who drives while consciously disregarding a substantial and unjustifiable risk that endangers persons or property—such as knowingly driving through deep standing water—may be cited for reckless or careless driving.

It is illegal to drive through any standing water on the roadways if you could cause damage to anyone or any property. If the water is so deep that it causes it to splash up, you are violated the law and are subject to a misdemeanor.
